I adapted this from the same file a few lines above:
quiet_cmd_env_default = ENV $@
cmd_env_default = ($(srctree)/scripts/genenv $(srctree) $(objtree) $@ $(CONFIG_DEFAULT_ENVIRONMENT_PATH))
Why didn't this fail for your?
