You can put it anywhere in the device tree that is parsed by the device
parser. I would recommend putting it directly in the root node.

for using the state framework you'll need:
CONFIG_STATE
CONFIG_STATE_DRV
CONFIG_CMD_STATE
If you want to use the bootchooser ontop of state you'll also need:
CONFIG_BOOTCHOOSER
CONFIG_CMD_BOOTCHOOSER
