[PATCH] common: make CONFIG_BAREBOX_UPDATE visible

The barebox update infrastructure is also useful without
CONFIG_CMD_BAREBOX_UPDATE (e.g. from a own barebox_main() with
CONFIG_SHELL_NONE).
